Slot allocation process
How to request, transfer and manage slots at coordinated Dutch airports.
How slot allocation works
Air carriers operating to and from coordinated airports must submit a request for the allocation of landing and/or take-off slots to the coordinator and receive approval before operating. According to Article 2, paragraph G, of Council Regulation 95/93 state flights, emergency landings and humanitarian flights are exempted.
Submitting requests
Messages must be sent through the SCR format (Slot Clearance Request/ Response) in conformity with chapter 6 of the IATA Standard Schedules Information Manual (SSIM). Processing may take up to three full business days.
Offers and response window
All requests must be submitted in UTC times. When a slot cannot be allocated as requested, offers made by the coordinator will be valid for the duration of three full business days. If no reply is received, the offer will be removed by ACNL.
IATA scheduling process
ACNL is working according to the IATA Scheduling process. The milestones of the IATA Scheduling process can be found in the calendar and the IATA Activity Calendar:

How to request a slot
Slots can be requested, updated and cancelled in two different methods; SCR/GCR and Online coordination. When applying for slots, airlines act in conformity with the IATA Standard Schedules Information Manual (SSIM).
Flowchart slot requests
The Ministry of Infrastructure and Water Management published flowcharts for slots requests at coordinated airports in The Netherlands. These flowcharts visualize the applicable law and regulations. Slots should be requested according to the flowcharts.
Online coordination
ACNL is connected to the online coordination portal. Through the online coordination portal, airlines and operators are able to retrieve currently allocated slots, as well as – if opened for coordination actions – submit change/revises and update the waitlist.
Working procedure
The working procedure “Instructions for slot requests for Commercial and General Aviation” shows which message format shall be used when requesting slots for AMS, EIN and RTM.
Slot transfer
Slot transfers are permitted after notification and confirmation by the coordinator in the following cases:
- Transfer by a carrier from one route to another or from one type of service to another, operated by that same carrier.
- Transfer in case of a (partial) takeover, the acquisition of control over the capital of an air carrier, and between parent and subsidiary companies and between subsidiaries of the same parent company.
